Intelligent Access Program (IAP)

Pinpoint Communications is a member of the focus working group and has contributed to the development of the current Transport Certification Australia (TCA) specification. We have committed to becoming an IAP-SP and expect certification to be complete by early 2010.

The IAP is a voluntary program that remotely monitors heavy vehicles using telematics. The current applications for IAP are limited to crane operators and the use of High Mass Limit (HML) routes in NSW and QLD, it is expected however to move into other areas such as approval of Special Purpose Vehicles such as B triples and possibly adopt European models where transport operators are charged on a user pays basis as they pass from one jurisdiction to the next, or use roads at certain times during the day.

To operate a National IAP, Australian Jurisdictions (state and territory road authorities and the NTC) have jointly created Transport Certification Australia (TCA Ltd.) The TCA purpose is to:

  • Manage the certification and auditing regime for the IAP
  • Verify, audit and cancel the certification of IAP service Providers (IAP-SP’s)
  • Select and co-ordinate auditors
  • Co-ordinate between jurisdictions and other transport bodies.

How does the IAP scheme work?
There are four main stakeholders in the IAP process.

  • Transport Operators (TO’s)
  • IAP-SP (Pinpoint Communications and other Telematic providers)
  • Jurisdictions and
  • TCA

Jurisdictions may set a condition for the use of certain roads for specific purpose (eg: HML). The TO will apply to the jurisdiction for a concession on these roads. As part of the concession the TO must select a certified IAP-SP and install the approved In-vehicle Unit (IVU). The IAP-SP must then monitor the TO’s and report on any violations of the concession given. Eg: Route variation, Speed violation.

The IAP-SP and the TO may enter negations to use the IVU and supporting software for other operational requirements such as engine monitoring, driver productivity, fatigue management etc in so much as it does not effect the operation of the IVU under the TCA specifications.
